The Newburgh Hillside BOA Nomination Study was a bold, inclusive planning initiative transforming a long-neglected 144‑acre area into a thriving, connected, and equitable neighborhood. Spearheaded by local stakeholders in partnership with NYS and environmental consultants, the process weaves environmental assessment, public input, and strategic vision into a foundation for future redevelopment. The project acknowledges past displacements and invests in community-led renewal—reinvigorating Newburgh’s connection to its waterfront, its heritage, and its people
